Step 1:

First of all, get your bebo skin ready either your module or main background. Add your text like the image above.

Step 2:

While having the text selected. In your properties bar below your image select "Effects:" then "Noise > Add Noise"

Can also be done by selecting "Filters > Noise > Add Noise" in the main toolbar.

Step 3:

The "Add Noise" properties box will appear. For now where going to set the amount of noise to "50" and click "OK" exactly like the above image.

Step 4:

Now you need to open the "Frames" properties box. (Shift+F2)

 

Once the frames properties box is open (it could open on the right hand side of your screen) Click the "Add Frames" icon twice as shown above to add 2 more frames.

So what you need to do now is return to "Frame 1" by selecting it in your Frames properties box.

Once your there copy the text which you added the Noise to. Then select "Frame 2" Then when your on Frame 2, paste the text and the same for "Frame 3"

So now you have 3 frames made with the same text on each of them.

Down the bottom right hand corner now your frame controls are active like above. If you press play your frames will play and so on. This is the way your image will look when you export it.

Step 5:

Now go to "Frame 2" and select the text and change the properties of the "Noise" which is currently set to "50". Change the amount of noise to "60". Now go to "Frame 3" and change the amount of noise to "70".

After this is complete, click the Play button in your Frame Controls.
